Top Quinn aide pays $500 fine for political email

"A top adviser to Gov. Pat Quinn was fined $500 Monday for violating the state ethics act when he sent an email related to the governor's political campaign from a state cellphone.

The electronic message led to Jerry Stermer's temporary departure from the Quinn administration. Stermer was Quinn's chief of staff when he used his state-issued phone to send campaign staffers an email with proposed responses to a December 2009 Tribune candidate questionnaire. It was about two months before the Democratic primary election in which Quinn narrowly defeated then-Comptroller Dan Hynes."
