California rivals game top-2 primaries

Voters in California will go to the polls Tuesday to winnow down the field of candidates in the state’s most competitive House races. But in districts where the likely pair of winners is already clear, is it worth it for the campaigns to gun for a first-place finish in the top-two primary? Many strategists involved in these campaigns say no. While the top vote-getters will gladly take the “W,” California operatives anticipate expensive fall battles and say they don’t see a first-place primary finish as a critical investment, as long as their candidates get to the next round. It’s just one question they’re grappling with as the Golden State uses this top-two primary system at the federal level for the second time.
