Blagojevich tenure prompts slew of new laws

"The centerpiece of the reform effort changes how politicians can raise and spend money.
“This is the most significant change in Illinois’ election law relating to campaign finance in decades, but it is not the first time Illinois has gone beyond disclosure and reporting in regulating how money is used to influence politics in Illinois,” noted the Illinois Campaign for Political Reform in a briefing paper.
The law caps the amount of money all individuals, businesses, unions, associations and political action committees can contribute to candidates, political action committees and political parties.
Reporting of fundraising and spending will tighten, too. Candidates will be required to file campaign expenditure and contribution reports every three months, instead of every six months.
State election regulators also will have increased enforcement powers and the authority to conduct audits of committee financial accounts."
