Rep. Schiff's proposed amendment - actually drafted by Harvard law professor Laurence Tribe - goes far beyond overturning Citizens United. It would give the government unlimited power not just to regulate corporate speech, but all political speech involving any expenditure of money - which is to say most all political speech.
