Former FEC Commissioner David Mason said the agency doesn't have a lot of wiggle room in terms of writing new regulations. Recent court decisions clearly limit its ability to crack down on super PACs, he said. "They could fiddle around the edges," on disclosure, he said, but it's not clear how much more they could do on disclosure without congressional intervention. And he said the panel isn't likely to come up with a coordination rule that satisfies both sides.
"Anybody who believes that any major change is going to be made in this election season is delusional," Mason said.
