109 Campaign Finance Violations = $2,500 fine in Montana

Great Falls Tribune:
"A former state representative from Missoula has paid a $2,500 fine after the commissioner of political practices ruled she broke campaign finance laws 109 times during her unsuccessful campaign for state school superintendent in 2007-08."
This may seem like a small amount for over 100 violations -- but the violations were small, and looked to me like oversights, not intentional violations.  The woman was running for school superintendent in Montana, there wasn't a ton of money involved in the first place. I wonder what her legal bills amounted to?
