Texas and DC had lowest 2010 election turnout, Minnesota had highest

"So far, 89.1 million votes were cast for the highest office in 2010. The estimated 2010 voter turnout expressed as vote for highest office divided by the voting-eligible population is 40.8%."

Texas had the lowest state turnout at 32.3%, US overall turnout was 40.8%. Minnesota had the highest turnout at 55.5%.
